This is the ultimate question. What will happen in the Premier League or the Championship when a big-name player already on a caution should be cautioned again based on what is in these edicts? Will the referees issue the second caution, and will they be backed by the league and PGMOL? That's...
EDIT - Nevermind. I found you've all discussed at this link - https://refchat.co.uk/threads/instructions-to-match-officials-for-the-2023-24-season.21903/
As opposed to starting a new thread, I figured this wouid fit in this thread...
The biggest thing I see with the "arc vs box" comparison for the penalty area is the nature of the punishment for a foul in the upper corners of the penalty area compared to the fouls that happen there. In my opinion, these are the two most common types of fouls that happen in the corners around...

I don't foresee any of these changes happening anytime soon - if ever - but the article and proposed pitch markings from Michael Cox (shared below with an explicit credit to his article...
Which is why these announcements are so pointless. This was a perfect time to say something like, “the yellow card will still apply because the goalkeeper’s challenge was deemed reckless”. Everyone can see that the penalty isn’t awarded.
FIFA can’t get out of its own way at times.
Section 4 of the VAR protocol portion of the Laws:
For decisions/incidents relating to goals, penalty/no penalty and red cards for denying an obvious goal-scoring opportunity (DOGSO), it may be necessary to review the attacking phase of play which led directly to the decision/incident; this...

It’s very likely a device to help prevent concussions.
From a referee perspective, not a strong performance. Two cautionable offenses-one a borderline SFP red-called as simple fouls early under the FIFA “management directive”. From there, the temperature of the game went up. A...
It really doesn't matter what Mike Dean says - he'll get roasted on social media. Referees just can never get a reasonable shake in the media and social media. Some of the stuff I saw in the comments of The Athletic article was shocking, but far from surprising. The trolls were out in full...
I realize that things are different, but the US has several specialist VARs for the professional ranks. However, I think the big difference is that nearly all of these PRO/MLS specialists still work on-field in lower-level games like college games. For example, Sorin Stoica is a specialist VAR...
If an indirect free kick offense occurs in the goal area, then the IDFK occurs from the goal area (six-yard) line closest to where the offense occurred.
I actually had to do this in a game this spring. Ball was deliberately kicked back to the keeper who picked it up inside of the goal area. The...
For what little it’s worth, our officials association made this a point of emphasis last year. We wanted to call the “undercut” a foul much more often. If nothing else, our region of then state wanted to be more consistent calling this a foul on the undercutter.
Thoughts on the four-match UEFA ban for Mourinho? I wish it would have been at least six, as that would have effectively been a ban for the entire group stage of the 2023-24 Europa League. Four is longer than I expected, but I still feel like this type of behavior that then contributed to the...
I’ve never really understood why a referee wouldn’t stay on the FIFA list when moving like this. It isn’t like Jared Gillet suddenly became a worse referee because he moved from Australia to Liverpool. I said the same thing when Ali Faghani moved to Australia from Iran.
The world is becoming a...
I think it's also important to realize that a match like this will be down the list in terms of who is officiating it. The really, really big matches will have a full crew of officials who are their respective UEFA "Elite" lists. I'm sure that one of the qualifications to be on that Elite list...
@socal lurker is correct-in the “Target score” time, an outfield player was removed every five minutes. In the final, the winning goal was scored when the teams were 5v5 (four outfield players and a keeper).
Other rules of note :
Kick-ins from the touchline
7v7 on a “cross field” sized field...
If the VAR team is doing that, it's a massive violation of VAR protocol. VARs are only supposed to be involved when there is an officially a check and then they start communicating with the on-field referee crew.
