Not sure you can say he's 'nowhere near the ball', he gets pretty close to it IMO. If it's a cynical and tactical foul it seems a strange thing to do in the 11th minute knowing you're going to get a red card.
In my sons league (U10, 7v7 and no offside) they have the 'Powerplay' rule where you can bring an extra player on if a team goes 4 goals behind but i don't think it applies once you go to 9v9 with offside.

Decision looks correct. Just outside area and red card. In real time I think I'd have given the penalty, he practically ends up in the middle of the area after the foul ! VAR is good for something after all...
