Why do refererees need to know the pool average throughout the season? In deciding which pathway to follow, an individual mark for refereeing, and one for AR appointments, at the end of the season would inform the official sufficiently.

I would send off for the directed use of the "C" word. If the football authorities want to add a discriminatory twist as an extra charge, that's their right (but unlikely to succeed 🤔)
For those who don't believe the "C" word is offensive, insulting and/or abusive, that's your opinion but not mine🙂
It can be helpful in grassroots football to whistle then immediately call out the reason, e. g. "Kicked him on the leg"
Think also about your positioning after whistling - move away from players to your starting point for the taking of the penalty. If players then head towards you, a palms down...
