In the scenario described, it didn’t sound like SPA, or any of the other scenarios where a deliberate handball is a caution. So not sure where you would be cautioning. I’ve never heard of cynical cheating - if we were handing out yellows for that then most players would be booked every game.

Depends how the second offence happened. Deliberate handball isn’t a caution unless it’s SPA, trying to score in the opposing goal or DOGSO but goal was scored.
If he’s deliberately put his hand out to stop a pass, it must be SPA. Deliberate handball in itself is not a caution.

My county - we give our closed dates to the central appointments officer. He then allocates you to leagues on the days you’re available. That’s it. There’s no telling which leagues when you’re available all the time (of course - some circumstances are expected) but it’s quite easy on our part.
