It's the risk of momentum towards a player in a 'tackle area' ... uncontrolled movement (in the air, too fast, etc.) carries a high risk of impact
A player could equally win the ball and then carry on in an opposition player ... foul ..?
For me:
if the ball is still in play when the contact is made = penalty
if the ball has left the FOP = goal kick
It's harder to sell than a 'similar' foul elsewhere on the pitch that players are more likely to accept and get on with the game (because of where it is) ... one could read this as...
Who else is now more likely to penalise a GK for this now that a 'TV ref' has done it first !?!?
I'm guessing the ref and / or the AR and / or the AAR is shouting at the GK to encourage him to release the ball - same as we all probably do (rightly or wrongly) - very publically - then an easier...

From the description of where the play is it isn't clear whether the attacker & defender are both running towards the goal, or if the defender is goal side of both the attacker and ball
@Jacko - they largely accepted it and cracked on - wasn't a constant wind - a few delays on free-kicks with people waiting for the wind to calm down ... More moans about a free-kick late on that led to the equaliser
We discussed this at our referee society last night - mostly because the referee is part of our society :)
There was another occasion in the game where a goal kick left the penalty area (forwards) and then was blown out for a corner
Players did adapt - most enjoyed & accepted it ... there...

For the record - right or wrong - I'm allowing the GK to do this - I think :)
I did that once - very early on in my ref-ing ... even though it was a one-sided pre-season friendly - I got rightly smashed pretty much by the whole defending team - including bench ... lesson learnt
