    Not in Ireland. All you need to become a "newly qualified referee" is to sit the referee course and pass the test (which everyone pretty much does). Some referees join local branches and some do not. If you don't join one, you are pretty much on your own.

    Where I am, we line up the players for the boot check and also check for jewelry. A couple of times players have spit right in front of me, in my direction, and I have been so tempted to card them just due to their shear disregard or disrespect. I held back both times but gave them a rollicking.

    I'd take great exception to anyone telling me they are a qualified ref and disagreeing with my decision. I expect much higher standards than players who never officiated.
