When was the last time you saw the goalkeeper penalised for this offence in professional or non league football? I genuinely can't remember. I refereed my 400th game this week & I've never penalised a goalkeeper for this. But I'm proactive in managing the situation. Yes we are slaves to the law...
Then I would advise that you work on managing these situations using your voice and your personality. Be proactive. If you start penalising these offences so officiously at step 7 and above then you will have difficulties and it will be a barrier in your progression.
Referees will get grief for applying the law here and will get grief for not doing so (although in this scenario that is very unlikely). Don't worry about the grief, deal with it as you see fit.

The course material may have been excellent, we just didn't hear half of it.
But ultimately the course is a stage 1 process. It's the beginning. The real learning starts on the field of play, and the best way to speed up your learning is to be an AR ASAP & watch other games.
If next weeks ref has a DOGSO situation at 13-0 then I'd hope he wouldn't show a red card either.
