I would say unsporting behaviour. I may be completely wrong (and am sure that I'll be told if I am ;)) but could you say that it is gaining an unfair advantage?

I would say the penalty is over either when a goal has been scored or when the ball comes back away from the goal (e.g. after a save or rebound of goal frame)

I have two limit watches. Both you can only use to countdown from a max of 25 mins which isn't helpful!!! I use the count up function on my watches and when asked say just under or just over ... mins and I never tell them while the ball is in play, I always wait until it has gone out for a GK...
