    This is a reckless tackle. The player is moving at speed, dives in with his foot a foot off the ground, plays none of the ball, and the opponent has to jump out of the way to avoid ankle/shin-high contact.

    Correct, I wouldn't IMO yes, if it instigates something more happening. Otherwise players will think they have licence to constantly try provoking opponents into reacting.

    Saliba was second to it, it's only Pedro's header that results in the ball flicking off the top of Saliba's head. He misjudges it and carelessly headbutts Pedro. And in response to the argument earlier, yes an accidental strike with the head can still be called a headbutt.
