I've had a few nightmares now where the underdogs who happen to be 1-0 up are only taking their restarts when the countdown starts.I won't be using the countdowns aggressively. Doing so has the potential to cause unnecessary annoyance. An overly officious referee will quickly become conspicuous. They are there, only for when they're needed

Or don't just wait for them to stand and look at you to start the count. Start it as soon as a reasonable team would be expected to start their throw in process. After a few of these they would be reasonable with their TI.They are saying “please start the count.” Oblige them. The count is going to end faster than if they pretended they were going to throw it in.

I was replying to @Big Cat implying there will be games where you are forced to do the count every time even if you don't want to. As some teams will only restart when you start the count. "they are there only when needed" the 1-0 up underdog who scores on the 5th minute will make sure they are needed every time.
