Penalty awarded to Germany via VAR for handball.

Stuart Atwell is the referee.
He was looking straight at it, no obstruction or anything. Yet failed to give it live.
Just dont get it, why it had to go to VAR.

Anyway, the penalty itself.
When do you class the run up to be complete when factoring in feigning?
Havertz took the penalty, did his little quick step before moving of his spot. Thne stopped in front of the ball. He moved his right foot (standing foot) close to ball and struck with his left.
That, for me, is stopping run up at the ball.
I took a video via phone watching tv so hopefully its good enough to view.
Also, in the first video, very close for the team mate being inside the area at the side of the area. Very close.

Interesting tactic to have an attacker wide of the penalty area on the side where the ball is going to be played. Likely to be first to the ball if parried by the goalkeeper.
Legal as behind the ball.
 
Completely legal as he takes another two steps after stopping. It would only be an offence if he got right up to the ball and feigned there.

There is an argument to say the law should be changed as doing this gives an advantage to the taker, but under the current law it is perfectly legal.

I only saw one step, his right foot which he uses to balance himself when striking with left.
 
It is not an offense to stop the run up. The offense is “feinting to kick the ball once the kicker has completed the run-up (feinting in the run-up is permitted); the referee cautions the kicker.” I don’t think this is remotely close to being an offense.

As for the HB, I haven’t seen the clip. But outside of England, HB is considered almost objective and it is not t ll surprising to see a HB call sent down that wouldn’t be sent down in the PL.

And one step is enough to make it legal. Taking the one step after the feign means the run up was not completed at the time of feign.

I share your view - there would be no offence if the attacker was just inside the area as he is not anywhere near the goalkeeper's line of sight.
