I think this should be a fairly textbook non-deliberate handball offence, but PGMO is using its own rules here?

Not for me. Certainly not clear enough for a VAR review. The arm position isn't hugely unnatural given that he's putting it out to steady himself against the attacker and he has very little time to react to the header the attacker gets on the ball.
