In the American Youth Soccer Organization's (a section of the USSF's youth soccer) Article 9 of the Parent Child Protection, it says that a child may not be abused emotionaly or physically by any adult.
We have similar legislation in the United Kingdom but the point being made earlier is that referees do not engage with spectators directly - the referee approaches the home coach for them to resolve any unacceptable behaviour, using stewards or other club officials, and the matter is later reported by the referee.

Well, the approach is similar in U.S. The ref or AR regonizes the abuse. If its an AR, he holds his flag up to have a word with the ref. The ref speaks with the coaches to determine which team the parent is from, and the coach asks the parent to leave. Game does not restart until parent is in his car and departs. If parent refuses, the referee shall terminate the game. The referee includes this incidentvin his book.

OK, so that's obviously a good policy when talking about AYSO games but it does not say that in USSF games overall the referee is responsible for spectator behaviour - or even in youth games really, except insofar as the referee can ask for an abusive parent to be dealt with by others.
