Afternoon all.
I have checked prior to asking but couldn’t find this.

I’ve consulted LOTG, which makes me feel it’s vague on this so apologies.

U13 cup game.
Standard shootout scenario.
On one of the spot kicks, keeper dives, but saves it with a foot. The ball bounces off this foot, then agonisingly slows and then rolls over the goal line. Keeper watches it in slow mo as it trickles over the goal line.

A parent then shouts why didn’t you grab it after saving it. (He definitely had time to).
Now the keeper shouts back (I can only touch it once).

Now LOTG says the ball is in play until it stops moving or otherwise.
I know the kicker can’t come and touch it again but does this apply to the keeper too?

Law only says the ball can't be played twice from a restart. The actual penalty itself is a restart and as such kicker can only touch once, however the penalty save isn't a restart.
 
Of course 'kicks from the penalty mark' (god knows why they don't change law to refer to it as a penalty shootout) are slightly different actually as it's not a restart as such, but as we know, the kicker can still only kick the ball once, the keeper can do whatever he wants in terms of saving it (providing other laws around penalty kicks are followed)
 
@RefereeX Kicks from the penalty mark are now referred to in the LOTG as penalty shoot-outs.
Did note that The FA referee department sent out a law question with the old terminology.
