Well it is clear and obvious, he kicks the opponents foot without touching the ball, I hate people saying these are not penalties because PGMO don't want these to be given as penalties.
Here we go, penalty for a kick on the foot with no contact on the ball which don't get given in the PL(as it deemed too soft) but in Europe and elsewhere it is a penalty and I do think it's a pen.

Is it though? In Europe, an opponent kicking the foot of the opposition always gets reviewed if the ref has not given it, it's soft and wouldn't be given in this country but I don't think they will say it's wrong.
