There's a big gap between "attempts to verbally distract" and "manages to distract verbally".

At youth level this season i've had a couple of different defenders deliberately "making a stupid noise" as the attacker goes to strike the ball at goal.

Agreed, there was nothing in the LOTG then, but the players expectation at very, grassroots level was for an offence.
Fully endorse this. In London during the 80s calling "My ball" was expected as an IFK....and no messing about with yellow cards either.
