For cautions and dismissals by team officials, what does it mean when they are guilty of "delaying the restart of play by own team" and "delaying the restart of play by opposing team"?

One example is holding onto the ball.
For their own team; trying to “slow the game down” but for a period of time the referee considers excessive.
For the opposition refusing to give the ball to a player who wants it. Rotating it behind their back so it’s always out of reach etc. at higher levels the multiball option makes this less likely but apparent.
