Contested drop ball?

This is either of 2 cases:

1. Ref totally forgetting about a new law (it won't be the first time this has happened in EPL).
2. Ref knowing it is against the law but still doing it because they think it's best (it won't be the first time this has happened in EPL).

I suspect it case 1 here.

Number 2 ... quite literally
And someone was saying these refs care about their score
By now, even the average County Ref would know you can't have a contested dropped ball

I can be certain that Mike Dean knows this law given I started a thread where he was doing an uncontested dropped ball.

Guess what he wasn't doing that exactly in line with the laws either
