There may be opportunities to take part in tournaments all over the world but in terms of league or cup games in another country, that'll never happen until you're a fifa official

What kind of opportunities? And on what level?
 
Any referee can go and referee in overseas tournaments, assuming they are grass roots ones, but you will generally find the lower the level you are at home the lower level games you will be refereeing at the tournament. As an example, for a tournament for U11 to U19, a level 7 isn't going to find themselves refereeing the elite U19 levels and is more likely to be on the U11 or U12 games. To officiate in such overseas tournaments you have to apply for international clearance from your county FA.

In terms of competitive games then the furthest a level 4 will be going is Guernsey, as they play in the Southern League and therefore a team of an English L3 and two L4s have to go over for all of their home games.

For FA Cup games, refereeing levels change as the competition progresses. At the extra-preliminary round referees are almost always L4 with assistants L5 to L7 as it is supply league teams involved, generally speaking as more senior level teams become involved the more senior referee levels are brought in.

Number one is talent. It is competitive. Without talent it's almost impossible to get there.

Effort. You must put the effort in. Go to training sessions, practical or theory, get yourself fit and stay fit. Keep up to date with LOTG and stay up to date. You should be referring to the book (or the electronic version) at least once a week. Pay attention to advice by experienced referees. Spend time self assessing after all your games. Do AR for more experienced referees and ask questions about their decisions.

Availability. Makes yourself available as much as you can.

Give back. Once you get a bit more experience give back to the refereeing community. Mentor or coach younger new referees. Get qualifies as an observer and do observations. There are others things you can do depending on where you are.
