9. What are the different refereeing levels?

  • Level 1 – National List (Football League and Premier League)
  • Level 2a – Panel Select (Conference Premier)
  • Level 2b – Panel (Conference North and South)
  • Level 3 – Contributory (Contributory Leagues)

  • Level 5 – Senior County (County Leagues)

Added in the pyramid steps, where step 1 starts at the National League Premier.

Below this level the strict rules on who can referee which games no longer exists. The highest a level 5 can referee is step 6, assuming the supply league they are on only has one marking division (a marking division simply means that its games must be refereed by level 4s or above).

Why can Level 5's (indeed Level 6's) get games at Step 6 in some areas? Is it merely down to referee supply/demand. What do the letters refer to again?

Depends on the league. For example, on the Spartan South Midlands, which only has one marking division, their policy is that level 5s who have passed the fitness test can officiate the step 6 games.

The letters after the level were brought in when Conference North / South games were taken away from level 3s in the middle and level 4s on the line. A new level 2B was created and the better performing level 3s promoted into this (and I think some level 2s demoted to it), and the better performing assistants at level 3 were given level 3E with the remainder being categorised as level 3F.

Prior to this change a level 3 referee could be assisting anywhere from Conference North / South to the Premier League. Even the top assistants like Phil Sharpe still had to do at least 10 contrib middles a season.

What kind of fitness tests?
 
The Cooper Test
2600m in 12 minutes
Also, two 50m sprints, each 7.5s or less

That's for level 4s, the fitness test for a level 5 to referee on the SSMFL step 6 division is 2400m in 12 minutes so a bit easier.

From L3 upwards it is the FIFA style fitness test. L4 is supposed to change to that as well but think it has been delayed due to Covid.

What referees' levels must be to officiate FA cup?
 
Refs from level 7 and up can be appointed to FA cup games but you need to be nominated by your CFA
