That would be Sheikh Mansour, who last time I checked was an individual and is therefore incapable of also being a state. Look at it another way, Rishi Sunak has various companies that he runs and operates with personal wealth. None of those companies are state owned.

I don't want to derail the wider point here, but to be very clear, what is it that you want an independent review to address? Wellbeing and fatigue is a legitimate issue for debate, but to suggest that the decision making of those officials is then influenced by the UAE (or Saudia Arabia to extend the point) is dangerous territory and has absolutely no grounding in fact or reality. Hwang scored the winning goal for Wolves v City at the weekend when he should have been dismissed - that wasn't any kind of conspiracy or interference, it was a mistake by the referee, which happens every weekend and impacts various teams every weekend.


To be state owned, the club would have to be a commercial enterprise owned by a government entity, which is not the case. Regardless of what you believe, it is simply factually incorrect to say that City are state owned.

It would need to clearer than that. On the comms, itā€™s very easy to mix up onside & offside. The basic terminology should be along the lines of ā€˜check complete, result is goal goal goalā€™
 
Looks like a lot of talking over each other at first led to confusion.
That's truly awful.
Check complete and don't even know what the initial decision was.
Lessons learned here, get on field to state the decision on field before VAR get involved.
Which from the abundance of clips on the Portal, regularly takes place and is routine.
 
Honestly listening to the audio, this could have happened to anyone. This is a system issue far more than it is human error, and I hope the obvious fix (ā€œyou may award the goalā€) is in place by the weekend. This was always going to happen at some point, itā€™s just DEā€™s bad luck it happened to him.

On top of that, they could also change the LotG to allow refs to return for an incorrect restart if discovered within a minute of the restart.

I havenā€™t thought this through (so expect me to get a job at IFAB), but up to the NEXT restartā€¦ would that work? If youā€™ve restarted after the balls-up, someone can get on comms like DELAY DELAY and you can roll back one decision.
