Haywain's post below got me thinking about this

...and yet, had Rooney been stood to the keeper's left, just inside the goal and 'distracted' him, the goal would have been disallowed and rooney cautioned

On page 109 of the LOTG with regards to Offside (my bold)

If an attacking player remains stationary between the goalposts and inside the
goal net as the ball enters the goal, a goal must be awarded. However, if the
attacking player distracts an opponent, the goal must be disallowed, the player
cautioned for unsporting behaviour and play restarted with a dropped ball

from the position of the ball when play was stopped, unless play was stopped
inside the goal area, in which case the referee drops the ball on the goal area
line parallel to the goal line at the point nearest to where the ball was located
when play was stopped

Why is the restart not an IFK to the defending team after all play was stopped to caution a player for unsporting behaviour.Is that an oversight by IFAB

The player's off the field of play. Thus, it's a drop ball. Much like when a player trips an opponent and both are well off the field of play... drop ball restart.
