I was wondering who is at a higher level,
Premier League Assistants or championship referees?
What are each of the levels aswell?

The Football Association in cooperation with County Football Associations will annually classify all registered referees into a ‘Pyramid’ scheme to ensure referees of suitable experience and ability are allocated a suitable level of football to referee. Details of the Promotion Pyramid are shown below.
Level 10
Non-active Referee. These are referees who no longer actively referee games but do maintain an involvement in Refereeing such as Assessing, Mentoring or Coaching.

Level 9 Trainee Referee. These are referees who have completed the basic training course and passed the examinations who have yet to complete their 6-match record of achievement.

Level 8 Youth referee (under 16)

Level 7 Junior referees not in Level 8 or below (local football referee)

Level 6 County referees (local football referee)

Level 5 Senior County referees. This classification includes referees who have served at a higher level. Where a referee has achieved a level higher than Level 5 and is then not retained, the referee is to be classified as a Level 5, with the option of further promotion in the normal way or until a status of non-active is declared by the individual.

Level 4 Referees selected to officiate as a Referee on a Supply League (e.g. Hellenic League, Spartan South Midlands League). In addition Level 4 officials will serve as Assistant Referees on the Contributory Leagues e.g. Southern League, Isthmian League.

Level 3 Referees selected to officiate as a Referee on the National List of Contributory Leagues (e.g. Southern League, Isthmian League). In addition, Level 3 officials will serve as Assistant Referees on either the Panel Leagues, Football League or Premier League.

Level 2B Referees selected by The FA to serve on the Panel List (Conference South, Football League Reserves and Premier League Reserves). In addition, Level 2B Referees will serve as Assistant Referees on either the Conference National, Football League or Premier League.

Level 2A Referees selected by The FA to serve on the Panel Select List (Conference National League). In addition, Level 2A Referees will serve as Assistant Referees on either the Football League or Premier League.

Level 1 Referees selected by The Football Association to serve on the Referees panel of the National List (Premier and Football Leagues)

International: Referees who are on the FIFA List of Referees.

I get the list as above but can anyone tell me at which Footballing level each Reffing level can officiate at. e.g.Hellenic league is at level 9 + 10 of the football pyramid but what level ref can officiate (and run the line)?
 
And this seems to be where the problems arise. Hellenic is Step 5 on the National League System and also levels 9 + 10 on the English Football League system (or football pyramid). Most CFAs appear to be Step 7/7a on the NLS and Levels 12 and 13 on the EFLS. But where do we fit in to this scheme? Ok so Level 4 can do Step 5 /Level 9+10, but what about levels 5,6,7? Level 7 ref is a junior county ref. Does that mean that he can run the middle at Step 7 i.e. County league games? Or,as a junior can he only do league games that are lower down the pyramid? And what levels can run what lines? It's all very confusing. For me at least.
 
Here's what the welsh grading system is;
Grade One: International
1A Welsh Premier Referees
1B Welsh Premier Talent Referees (Like a probationary period)
Grade Two: 2 Cymru Alliance and Welsh League Referees (who are also Welsh Premier Assistant Referees)

Grade Three: 3A Referees’ Panel of the Directly Affiliated Leagues at Tier Three of the Pyramid
3B Area FA Referees below the above categories who referee at area level and act as Assistant Referees at Tiers 2 and 3 of the Pyramid

Grade Four: 4A Second season referees over the age of 16 who operate at grass roots level*
4B First year referees over the age of 16
4C Qualified and registered referees under the age of 16
4D Qualified and registered referees who are non active

* Length of time in 4A normally to be two years unless exceptional circumstances apply
 
Premier League Assistants are the same level as Conference Referees
Conference Referees are Level 2A. As a 2A, you line on either the Football League (National Group) or the Premier League (Select Group).

Level 2B referees are in the middle for Conference North/South.
L2B line on either Conference Prem (Panel List), NG or SG.

Level 3 referees are in middle for Contributory League football (Northern, Southern, Isthmian etc).
L3 line on Conf North/South, Panel, National or Select.
