Substitute comes on without permission

one of those odd statements in the LOTG. A named sub enters the fop without permission, gets his caution for USB - is ordered to leave the fop.

Situation; You have stopped the game for a substitution to be made and allowed a player to leave the fop. The substitute is an idiot and wanders on without permission. You caution him. Would you then order him off again even though the departing player has, well, departed :)

Seems a little nonsensical. It also mentions substituted players; makes perfect sense for him to get sent off the pitch as he shouldn't be there.

I have always thought that part of the law refers to players wandering on when the game is live so that they have an extra player on the pitch.

If you want to go right by the book, you order him off, and then he may enter (properly) as a player once the player being substituted has left the field of play and become a substituted player.

Much like the oddity of having to (at a minimum) step on the touch line when coming on as a substitute so that you can take a throw-in right beside you.

Would I do that first bit? No. "Sub, please step back and wait for the player to leave the field of play. Thank you sir/ma'am."
 
It's nonsensical, but it's what's required by the laws. One of those things that will probably leave you looking a bit worse off for enforcing it though....
