Handball?

Don't know where this is played, or between who, but saw this on Facebook.

Defender appears to touch the ball (not even sure she does actually) with a "hug" on the keeper after what i believe is actually more of a prevention of a collision.

Lots of comments on there, some claiming to be qualified refs, stating it is an obvious penalty/handball.

Personally, I'm running away and ignoring it.
What about you guys?

Gotchya refereeing. Looking for a problem that doesn't exist. Looks like a game at a decent level. Makes me wonder how some gets to that level.

Other similar types of decisions are allowing kick off when the other team are still in a hoddle celebrating a goal. Maybe a good understanding of the LOTG but poor understanding of the game.
