Reviewing this and also footage from behind the goal shown on ITV the point of contact does look just beneath the armpit, and contact appears deliberate.
Incident 3 (0:53) - Mansfield v Shrewsbury - penalty not awarded
Video is inconclusive about point of contact, but even if we assume it hit the defender's arm I think it is the correct decision not to penalise as arms are tucked in and he doesn't move significantly when the shot comes in.
