As I see it: A player that removes a flag surely is guilty of USB (much like making marks on the field). (Though in grassroots, I would probably just warn) A player who moves the flag - by e.g. holding it out of the way - a warning and re-take. #5 "every place" also does not make sense. Perhaps "any place" would be better.
