Had a game Sunday alongside another field with 3 young referees doing a youth game kicking off 15 min after mine. We were sharing the same change room, so amongst other chatter I gave them a few friendly words of encouragement before leaving for my game.

At half time while in change room, they walked in for their half time, and one of them (17yo) said he borrowed my red top because he didn't have one with him and they needed one to avoid kit clash. I was not happy at all. My kit bag was zipped up when I left for my game.

Would this be okay with you and if not what would you do?

Absolutely not ok. I often leave valuables in my bag and some of my kit I don't use is also quite expensive - and then there is the fact that someone has just helped them self to your kit.

I think I'd be minded to report them to the county FA (or Australian equivalent authority.)

Certainly not ok, I would send an email copying in both referees associaton plus referee classing it as wholly unnacceptable, invasion of your privacy, plus,had something now appeared to be missing, your young referee is now the prime suspect.

bigger picture is though you are responsible for your own property and leave them in tne room at your own risk ( regardless of who is sharing the room)

I do agree with this to some extent.
I can think of 100s of times where I have left my, not being used kit in a shared changing room area.
As referees I have a real level of trust in my peers, and I kind of take it as a given the OP wouldnt happen. It hasn't yet to my knowledge, but yes, I suppose, it could have and I would have to bear some responsibility.
Good example, if your mobile was stolen there is an incredibly high chance Insurance wouldnt pay out, as leaving it unattended would be seen as negligence.

Covid bringing with it the turn up changed was a blessing, aware in advance of colours, park up, fire on top, zipped pocket trackie, collect team lines, match fee, car key in trackie top, top tucked nicely in goal net ( or wherever you deem safe)

Sadly the wearing of a referee badge only indicates, has passed a lotg exam, it gives nothing else away into the dna of the indivudual

Horses for courses mate but I'd have dealt with the ****y scrote there and then (only verbally of course 😉) after which he'd have been left in no doubt as to the unacceptability of his actions.
No offence, but I'm guessing your diminutive stature (physically) would have played it's part in his decision to rifle through your bag. 😉 It's totally disrespectful and unacceptable and it's clearly bothered you. Report it.

Oh I have reported it. I made it clear to him I was not happy in more than a few choice words but he showed no remorse. Now he would learn it the hard way. I stopped short of making him take it off as not to 'punish' his team mates, and also I was not bothered about him wearing it but the fact that he did it without my permission.

I am not sure if I am the smallest referee around at 68 KG but yes I am size small and he was about the same size.

That's changed now though, during Covid the referees would all be coming from home and therefore could turn up changed. Now they might be coming from work so it might not be possible to turn up changed, and even if they do they will still have valuables like wallet, keys, etc, with them.

I officiate on a midweek league where referees share a changing room. Everyone is meticulous about the last person out getting the room locked, and in 20 years I can't remember any case of anything being stolen. If I'm working from home that day I drive, but if I'm coming from work I will be in my work clothes, with my valuables, and have absolutely zero concern about there being any problems.
 
Someone asks to borrow some kit, provided I know them, absolutely no problem whatsoever.

Someone takes my kit without asking and they’re getting both barrels from me when I find out. It’d be the last time someone rifled through my bag 😂
 
Not OK at all. I have no problem sharing my kit with other referees who may not have all colours but to take a shirt from your bag unprompted and without consent is definitely a breach of trust. Mentoring and offering encouragement to younger referees is hopefully something you continue to do despite this instance of poor behaviour.

Absolutely. I mentioned that to communicate what I think was the reason it was ok to go through my kit and borrow a shirt without asking me. Don't know any other referee, young or old, who think that way.
