I thought the existing sin bin structure was complicated, but this is next level. If your second yellow is dissent - what's he proposing if the first yellow is dissent? Not thought through obviously.
I think there are improvements to the current sin bin system to be made - including a clearer set of cards and when we can/can't use those cards, but he's well off the mark on the way he's approaching this.

I haven't listened to it but I get the impression it really shows lack of law knowledge and the divide and disconnect between grassroots and pro game.
He's essentially advocating for something that already exists at lower levels, like its a new idea, but it's something I think lots of us have said should have been implemented top down.

My initial thoughts were that it’s basically what the sin bin is used for, and could be just implemented at elite level.
Has there ever been a second caution for dissent in the EPL? There have been players cautioned for dissent and then subsequently sent off for a second non-dissent caution, but I can't remember anyone walking for dissent. All it would do in increase dissent as players already on a caution would know they have a get out of jail free card, or at least almost free as they only get a sin bin. Very much a non-existant problem that doesn't need fixing.

I don't think that is the point he is making. Referees in EPL don't caution for dissent as second caution because they have to send off the player. It's all part of the directive to keep players in the game. His point is they are more likely to take action if they have a sin bin option.
But to me lowering the punishment so that it is easier to apply is not the solution. Encouraging the referees to apply the higher punishment without fear of being punished themselves is the right way. Short term we would miss some stars for some games. Long term, they will learn and we won't have to dish it out.
Not EPL, but there was 2nd yellow for dissent in an England friendly international about a month ago against Ivory Coast.

Very few straight red for offensive etc too
Can recall Rob Styles sending off a then Newcastle Alan Smith at Old Trafford but to pretend there has been no language worthy of a red is fooling nobody

Not that I recall. It did happen in the FA Cup in 2018. Graham Scott reduced Chelsea to 9 after 2 yellows for Morata (simulation and dissent) in the space of 10 seconds.
i'd go so far as to say that if the same level of dissent / offinabus happened in our games, there'd be red / sin bins every single game

Yeah, but that was only because he had forgotten he had already cautioned him, hence the significantly delay in the red coming out.
