Keeper change for shootout

With the whistle blown for full time it went to a penalty shootout. One of the teams then changed their keeper for one of the outfield players for the penalties. Is this allowed?

If you are refereeing a 'knock out' game it's good to familiarise yourself with or revise law 10 before the game.

But they couldn't swap for a sub after the final whistle. Only those left on the fop at the end of the game.

Unless the keeper is injured, in which case there is an exception.

The whole keeper change thing during KFTM seems to be an ongoing area of misunderstanding. (When I was coaching and changed keepers in a youth game, the opposing coach complained to the league after the game . . . )

But from a refereeing perspective, the answer flows from a simple concept: changing who is designated as goalkeeper is not a substitution. Teams can change who is assigned to be the GK at any stoppage by telling the R. (This includes after a PK is called--another topic that often causes confusion.)
