If they persistently took a long time over the kicks then yes for time wasting
presume by warnings, you've penalised them at least once for this in the game already...I don't think i would, no (hypothetical situation i know but this is a scenario i could never see happening)

yep, i guess unlikely to be penalised on multiple occasions unless the keeper was extremely slow on the uptake
at RA last night the general consensus was that a caution could be administered if it was considered USB i.e running down the clock.
i'd be more inclined to add the time on and award IDFK if so ?

Although I'm blaming it on the stupid predictive text mode - it does this to me all the time. I type a word, it inserts it but after I've finished it's still offering me the word. Sometimes if I press space, it inserts it twice and I don't notice.
