The goallines are the 11 a side pitch touchlines so that helps a lot.
Were the team losing? Goalkeepers do this to waste time knowing the assistant will signal and get the ball moved back. Some also do it to wind up the crowd.
Referee should be aware after the first instance and warn the goalkeeper.

@GraemeS They aren't FIFA directives, they're UEFA ones.

2) If the yellow was flashed then he can't technically stay on as the assessment wouldn't have been completed quickly.
