    Completely agree, but on the same basis the observer shouldn't be putting something significant in the report that wasn't discussed in the debrief. Just as there are some poor referees operating there are also some poor observers.

    I would only be allowing a different ball to be used at grass roots if the first ball was somehow lost. Would have to be one hell of a bad penalty to lose the ball, but suppose it could happen.

    That is certainly odd and probably would stand up to an appeal. I can only assume one of two things, most likely is he asked one of your ARs during the game what was covered in the pre-match instructions. Or the other is he has done multiple games before writing them up and has mixed up...

    Not quite got him off the hook. The caution might not have counted as a second one, but it does count as a caution so he is now out of the semi-final for receiving three cautions. So at least some level of karma.

    I always tell the candidates, at any level, that they can contact me if they need anything clarifying. If there have been situations with referees confronting observers you deal with those in isolation, not put a blanket ban in place.
