I asked a specialist assistant I met at my county FA about an academy appointment he'd mentioned, and I was told that these appointments are done by the FA and were for level 3s to referee and level 4s to line.

Fully agree with this. Think this was just a throwaway line at the end of the article, but I can't see this getting off the ground - it's too valuable for a ref's match control to cut off that communication and removes the personal touch to refereeing and managing individuals.
Is it a written rule or more of an unspoken code about wearing the blue badges? I was shopping for a shirt recently and found those and saw it say "for Level 4 and above" but I wasn't sure. I just stuck with the plain old 3 lions one which looks much nicer imo anyway.
